Report of the Executive Head of Planning, Transportation and Highways (ENCLOSURE).

Minutes:

The Committee considered a report on the above outline application to determine access and layout for a three storey building with roof accommodation, comprising 12 flats, provision of bicycle and refuse stores, ten car parking spaces and new access, following demolition of the existing dwellings.

 

In response to questions officers reported that 108 letters had been sent notifying residents of the application; they explained that the application had been modified by reducing the depth of the proposed building to achieve a reduced ‘footprint’; and that whilst a large proportion of the amenity space would be at the front of the development it would be usable, as required by the Council’s policy.

 

Members expressed concern that only ten car parking spaces were to be provided for the 12 flats, and that it was intended that future occupiers of the flats would be precluded from obtaining residents’ parking permits.

 

They also expressed concern about the affect of the proposed development on the ‘green corridor’ alongside the railway line at the rear of the site, and officers explained that the distance between the car parking and the rear boundary of the site was considered reasonable.

 

Members noted that policies HSG6 and BE14 in the Unitary Development Plan allowed the Authority to apply a flexible approach to the provision of car parking spaces.  In the case of this site public transport would be readily accessible.

 

Whilst there were objections to the proposal, it was suggested that it was acceptable, would not cause any harm, and would not exceed the height of adjoining developments, the approval of which could not be ignored.

 

             Resolved: That planning permission be granted for application No. B2007/57447/OUT, subject to (a) the written conclusion of a ‘section 106’ agreement within a period of six months from the date of this decision, or such longer period as may be agreed in writing by the Executive Head of Planning, Transportation and Highways, after which time the decision to grant planning permission will be rescinded; and (b) the conditions, reasons and informatives set out in the Appendix to these Minutes.

 

Councillor Richard Butt dissented, and Councillors Moira Butt, Paul Scully and Graham Whitham abstained.

Minutes:

The Committee considered a report on the above application for the extension of the existing boiler house to accommodate two new boilers, and the provision of two 15 metre high chimneys.

 

In response to questions officers confirmed that it was their understanding that the proposal would not lead to any significant increase in activity on the site, and that it was intended only to improve the efficiency of the existing boilers.  The Council’s environmental health officers had not objected to the proposal.

 

Resolved: That planning permission be granted for application No. C2007/57153/FUL, subject to the conditions, reasons and informatives set out in the Appendix to these Minutes.

 

Councillor Paul Scully abstained.

The Committee considered a report on the above application for the remodelling and conversion of 47 existing residential units to form 41 self-contained flats, comprising alterations to 23 of the existing units, and incorporating a three storey rear extension.

 

In response to questions officers indicated that the proposed extension was unlikely to affect the garden of the adjoining Register Office.
