DECLARATION OF INTERESTS

Minutes:

Councillor Eric Allen declared he is a Member of the LGA Stronger and Safer Communities Board and spokesman for Licensing.

The council’s Street Trading Policy (the ‘Policy’) is subject to periodic review to ensure it meets the aspirations of the council and to enable the development of current and future businesses in the borough within the guidance contained within the Policy.

David Kingstone, Licensing and Environmental Compliance Team Leader presented the report.

 

The Licensing and Environmental Compliance Team Leader confirmed the number and location of market pitches in the borough and that the Policy covers all street trading in the borough.  

 

In discussion members noted that licences could be applied for in respect of one off or temporary event applications and that the banned item list in the report could refer to permanent street trading pitches only. 

 

Members recognised that there are residential areas within the High Street and that noise from deliveries and trading is a consideration as well as buskers (if they also sell items).

 

In debate Members suggested that the policy should encourage traders to make use of the High Street pitches, and should remain flexible so that options for one off event were not excluded. 

 

It was recognised by Members that the items on the banned item list are covered by other licensing legislation and that the banned item list still allowed flexibility for traders and event organisers.

 

Councillor Martina Allen left the meeting at 10.45am.

 

Members asked that a suggestion of an extension of the High Street area be included within the consultation to cover the northern end of the High Street.

 

An amendment to the recommendation 2.2 in the report was motioned by Councillor Trish Fivey and seconded by Councillor Eric Allen that ‘a consultation on the proposals as set out at paragraphs 6.1 and 6.2 of the report be undertaken to commence 1 September 2019 and close on 31 October 2019’. 

 

Resolved that: 

 

  1. A review of the council’s current Street Trading Policy as set out in the report be agreed. 

 

2.            A consultation on the proposals as set out at paragraphs 6.1 and 6.2 of the report be undertaken to commence 1 September 2019 and close on 31 October 2019.
