The Sub-Committee considered an application for a licence in respect of the above premises.  The applicant, the applicant’s representative and Public Health who had made representations were present.  The Sub-Committee heard the application, and Public Health, the applicant and the applicant’s representative addressed the meeting. 

 

Public Health had objected to the application based on the Cumulative Impact Policy as the premises was situated in the Worcester Park cumulative impact zone which sought to discourage further density of licensed premises that would result in cumulative impact.  Public Health submitted that excessive alcohol consumption increased the risk of harm and gave various statistics for accidents and incidents which were alcohol related.  Public Health also stated that there was no evidence in application regarding the use of CCTV and the application of Challenge 25 and felt that the Applicant had not demonstrated how they would meet the licensing objectives.

 

The applicant’s representative asked several questions regarding the details of the figures used in the Public Health presentation and received responses.  The Applicant submitted a map of the premises with six CCTV locations marked on it and the register of refusals from the shop at 180 Central Road. He explained how staff training was undertaken and maintained at the premises of 180 Central Road and how this would be undertaken at 104 Central Road.  He reported that he had very few young people in his store to buy alcohol and that all refusals were logged.  The Applicant also explained that CCTV recording was kept for one month.

 

The applicant responded to questions from Public Health and Members regarding the provision of fire alarm and the types, strengths and quantity of alcohol sold.

 

Resolved: That, under section 100(A)(4) of the Local Government Act 1972, the press and other members of the public be excluded from the meeting during consideration of the following item of business on the ground that it involves the likely disclosure of exempt information as defined in paragraph 5 of Schedule 12A of the Act, which would not be in the public interest.

 

The person who had made representation, the applicant, the applicant’s representative and the Council’s Licensing Officer then withdrew to enable the Sub-Committee, assisted by their Secretary and Legal Adviser, to consider the application and the representations that had been made.

 

 Members considered the written and oral representations that had been made and the application by reference to the Licensing Act 2003, and had regard to the Council’s Statement of Licensing Policy, the Cumulative Impact Policy and the four licensing objectives.

 

Members noted the representations that had been made.

 

Resolved: (i) That application No. 15/00940/LAPREM be granted as submitted, for the licensable activity of the sale by retail of alcohol (off the premises only) for the hours Monday to Saturday 07.00 to 23.00 and Sunday 08.00 to 22.00, subject to the conditions offered in the operating schedule and the 16 conditions imposed by the Licensing Sub Committee as set out in the Appendix to these minutes.  ...  view the full minutes text for item 27.
