LICENCE APPLICATION - 5870/18/00084/LAPREM FOR A NEW PREMISES, at The Local Food & Wine, 18 Wrythe Lane, Carshalton, SM5 2DW.

 

Nick Cloke, Licensing Lead Officer, presented the report.

 

The applicant confirmed the proposed hours had been previously amended to 0:700 -23:00 Monday to Sunday.

 

Debra Silvester acting on behalf of the applicant and the Mr Kopalapillai Suganthan

(Applicant) addressed the meeting with their representation and raised the following points: -

 

  • The applicant is an experienced vendor with licensed premises with over 6 years experience and is aware of his responsibilities.
  • The applicant will have measures in place at the premises to manage litter.
  • The premises has CCTV and staff will be trained and a record book will be in place at the premises.

 

Members asked for clarification about the training of staff.

 

The applicant, Mr Kopalapillai Suganthan,  informed the Committee that there is a training schedule in place for staff which can be accessed online with weekly and monthly tests to be taken. The system allows for the Manager to check the records and monitor refusals and ID checks as well.

 

The applicant outlined his experience of working in premises licensed for alcohol sales, and informed the Committee that the premises will be the only shop that he has at this time.

 

Members asked about the current opening hours of the premises.

 

The applicant stated the current opening hours of the premises is from 8am -11pm but that the current staff are at the premises to set up from 7am.

  

The applicant and agent and the Council’s Licensing Officers then withdrew to enable the Sub-Committee, assisted by their Secretary and Legal Adviser, to consider the application. Members noted the representations that had been made, before those in attendance returned to the meeting.

 

RESOLVED: That Application 5870/18/00084/LAPREM for a Premises Licence made by Kopalapillai Suganthan for “The Local Food & Wine” at 18 Green Wrythe Lane, Carshalton, Surrey SM5 2DW be GRANTED as follows:

The Premises Licence will be subject to the mandatory conditions, the conditions offered as part of the application, and the additional conditions imposed by the Licensing Sub-Committee as set out below:

Prevention of Crime & Disorder

1)   Closed-circuit television

a)    The premises shall operate a closed-circuit television system (CCTV).

b)     The CCTV system will incorporate a camera covering the entrance doors and will be capable of providing an image which is regarded as identification standard.

c)   The CCTV shall be maintained in effective working order, and shall be in operation at all times the premises is open to the public.

d)    All recordings made by the CCTV system shall be retained and  stored in a suitable and secure manner for a minimum of 31 days.
