The minutes of the meeting held on 20 January 2020 were agreed as a correct record and signed by the Mayor.

29.

Mayor's Announcements

Minutes:

The Mayor received apologies from Councillors Rich Clare, Drew Heffernan, Martin Gonzalez, Barry Lewis and Jill Whitehead and apologies for lateness from Councillor Trish Fivey.

 

The Mayor announced that he and the Deputy Mayor and I have been busy attending numerous events throughout the borough and across London.

 

It had been a very successful start to 2020 in terms of fundraising for his two local charities. With a Grand Gala Dinner at Grand Sapphire in January before an event which 350 people had attended. 

 

Sutton had won one of the Mayor of London’s prestigious Cultural Impact Awards. The Council would receive £200,000 funding to host events on the theme of Science, Technology, Engineering, Arts & Maths. The Mayor congratulated everyone who had contributed to the bid.

 

The Mayor advised Councillors that Ofsted and Care Quality Commission Inspectors would be visiting the Council as part of a ‘Local Area Revisit’ between 2-4 March. 

 

The Mayor had requested that the Director of Public Health read out a statement relating to the preparedness of the Council to deal with the threat posed by Corona Virus or Covid-19.

Minutes:

A petition was received from Cllr Moira Butt from Radcliffe gardens residents in relation to possible parking restrictions. The Chief Executive advised the petition would be referred to the Environment and Neighbourhood Committee.

Councillor Sunita Gordon, Lead Member for Resources moved the recommendation.

Following debate and in accordance with government regulations a recorded vote was taken on the recommendation (see below) and the recommendations were carried.

RESOLVED

Commissioning Intentions

 

  1. That the Ambitious for Sutton Plan set out at Appendix A be agreed;

 

Revenue Budget 2019/20

 

2.            That the proposed General Fund Net Budget Requirement of £148.145m summarised at Appendix B be agreed;

 

3.            That the Council’s pay policy statement for 2019/20 set out at Appendix C be agreed;

 

4.            That the growth items proposed in Appendix D be agreed;

 

5.            That the 2019/20 savings proposed in Appendix E be agreed;

 

HRA

 

6.            The rent increase of CPI + 1% and agree the Housing Revenue Account (HRA) budget 2020/21 including the proposed savings (Appendices F1 - F2) be noted;

 

Other

 

7.            That the Members’ Allowances Scheme for 2019/20 (Appendix G) be approved;

 

8.            That the changes to Fees and Charges (Appendix H) be approved;

 

Capital Programme

 

9.            That the new Capital Strategy (Appendix I1) including the detailed Capital Programme (Appendix I2) for 2020/21 to 2023/24 with a total spend of £219.277m, including the proposed funding arrangements and policies be approved;

 

10.          That expenditure to be incurred of £19.988m for 2020/21, including £6.837m re-phasing from 2019/20, and new planned works to Council dwellings of £13.151m (Appendix I3) and £0.808m for Expenditure on Corporate Operational Buildings (Appendix I4) be authorised;

 

Reserves

 

11.          That the policy on reserves as set out in section 15 of the  Strategy & Resources Report (Annex 1) be approved;

 

Treasury Management

 

12.          That the Treasury Management Strategy 2019/20 including the Annual Investment Strategy, prudential indicators, Minimum Revenue Provision (MRP) policy and borrowing limits as set out in Appendix J be approved;

 

Council Tax

 

13.          That the Sutton element of the 2020/21 Council Tax £1,428.62 for a Band D property, an increase of £27.34 (1.99%) for the general increase, and £27.47 (2.00%) for the Adult Social Care Precept be approved;

 

14.          That the formal resolution at Appendix K, including the Council Tax Requirement of £105.010m be approved;

 

15.          That the proposed GLA precept of £332.07, increased from £320.51 in 2019/20 (an increase of 3.6% or 22p a week) be noted.
