Update from the Safer Neighbourhood Team Sergeant Nicholas Miles to provide a verbal update on the ward priorities in the area and park safety issues.

London Cancer Hub Nick Smales, Assistant Director Economic Development & Programme Director London Cancer Hub to provide an update on progress to the committee on the status of the London Cancer Hub.

Minutes: Nick Smales, Assistant Director Economic Development & Programme Director, London Cancer Hub, provided an update to the committee on the status of the London Cancer Hub site. A presentation was delivered to the meeting for reference. The Key points highlighted were : · The site is highly strategic, at present the site covers 26 hectares and includes the Marsden site. · He outlined the current partners involved in the site and the future vision for the site to establish it as a centre for global innovation and cancer facilities. · The next steps and timeline for development. Members asked for clarification regarding when the overall infrastructure to support the site will be considered. The Assistant Director Economic Development & Programme Director, London Cancer Hub, advised that will be considered as part of undertaking the planning work for the site once a developer has been appointed. Members were keen to understand more details regarding public transport availability for the site. The Chair, Councillor Shields asked that more information be provided to the committee as a future agenda item regarding transport for the site with input from TfL .

Environmental Enforcement Roy Douglas, Lead Officer Environmental Enforcement, to provide the committee with information on the Abandoned Vehicles Policy.
Indicative timing: 15 minutes
Minutes: Roy Douglas, Lead Environmental Enforcement Officer, provided the committee with a presentation on the Abandoned vehicle policy. Members sought clarification on if caravans are included in the policy and this was confirmed. Residents were asked to report abandoned vehicles directly via the Council contact centre and website. In discussion it was confirmed that residents do not currently get an update online if they report an abandoned vehicle.

Abu Ullah, Community Safety Officer, and Olivia Griffin, to provide the committee with information on how to recognise, and respond to hate crime.
Indicative timing: 20 minutes
Minutes: Abu Ullah, Lead officer for Hate Crime and Prevent, and Olivia Griffin (Malookoo) gave a presentation on the subject of hate crime in the borough. Discussion ensued in particular on the importance of reporting hate crime and it was confirmed that witnesses can also report hate crime. The presentation provided details on how hate crime can be reported either directly to the police on 999 and 101 or to other agencies such as victim support and stop hate UK who have a 24 hour help phone line available. The committee were advised that local people have been asked to become hate crime champions within their communities and also that Community action Sutton are running a hate crime forum to engage the voluntary sector. It was confirmed that in Sutton hate crime reports are increasing but that Sutton is 3rd lowest in terms of number of crimes within the London boroughs and 5th lowest regarding hate crime in particular. It is believed that there is significant under reporting of disability hate crime. The Chair thanked the presenters for the information provided.

Lynne Brown, Acting Head of Service Adult Social Care, to provide an account to the committee of Adult Social Care service costs within the previous year.

Minutes: Lynne Browne, Acting Head of Service, Adult Social Care, provided the committee with a presentation covering the details of Adult Social Care service costs for the previous year. Members asked for more clarification regarding how safeguarding issues can be reported and on if the learning disability strategy covers the employment of people with learning disabilities. The Acting Head of Service, Adult Social Care, advised that employment is a targeted part of the strategy, and how to report safeguarding issues is published on the Councils website.

Public Realm Projects and Neighbourhood Grants Locality Lead Officer, Chantelle Swaby, to deliver a report on the Public Realm budget, introduce new schemes for consideration by the Committee and remind committee members of new Neighbourhood Grant Schemes agreed through delegated decision.

Minutes: Locality Lead Officer, Chantelle Swaby, delivered a report to the committee on the Public Realm budget and advised Members of new Neighbourhood Grants Schemes agreed through delegated decision. The summary of neighbourhood grants and events fees and charges grants approved were highlighted to the committee. Members queried the cost of £5k estimated to paint the Shanklin Village railings. The Locality Lead Officer advised that at the time £5k was allocated but it is thought that this full budget will not be needed, therefore surplus funds will come back to the committee. Members asked how this work is progressing. Ms Brigden a local resident from the area advised that in her view more than half the work had been completed so far. Councillor Clifton queried page 35 of the report and advised that the tree on the Ridgeway has not yet been replaced. He also advised that the flashing speed signs on the Farm Road show the speed of travel but that the speed signs in Cedar Road do not display the speed information. Members requested that the signs in Cedar Road be configured to show the speed, as that is thought to be a more effective deterrent for drivers. Councillor Hicks asked for an update on the plans for the Cotswold Road Junction. The Locality Lead Officer was requested to investigate these points and to respond following this meeting.
