Minutes:

In relation to public question number 2, local resident, Andrew Beham asked a supplementary question enquiring why the faulty street sign on Throwley Road, Sutton had taken a long duration of time to be addressed for repair after this was reported in October 2017.The Chair requested that the query be referred back to officers to provide a response.

 

Mr Beham has since been provided with an answer to his supplementary question informing him that reports of faulty street signs around the borough have been very high of late and as a result this has taken longer than normal to resolve.

 

A local resident raised concerns about Helena House/Job Centre opposite Sutton Green and if it will be developed into large tower block style of flats. The Chair responded that the building was empty and a planning application was awaited. The Chair added that historically, the developer proposed to convert the building from offices to residential homes.

 

Councillor Penneck commented that the most likely expectation with this building was a redevelopment and they were awaiting a planning application from the developer to determine the proposals. Councillor Penneck conveyed that the whole of the frontage facing Sutton Green including Helena House and the Prince Regent site were clearly going to undergo some redevelopment, but it was fundamental that any development was compatible with the character of the Green.

 

A local resident suggested whether the Council could be more proactive in ensuring sites including Helena House and the Prince Regent could be brought back into active use rather than remain derelict. Councillor Penneck concurred on the need to be more proactive, and if there was to be redevelopment it would be required to be acceptable to the local area and community, respectively.

 

A local resident made an enquiry regarding the proposals to build a new secondary school on Rosehill Park and the anticipated timelines. The Chair advised that the Council are yet to receive an application from the Education and Skills Funding Agency (ESFA) and will not know of an outcome until such an application is received. The local resident asked a supplemental on the Council being aware of likely timescales for completion in line with strategic planning for academic places. Councillor Dombey advised that there had been some changes in this area of cooperation and the Greenshaw Learning Trust was in direct talks with the EFSA.

 

A local resident raised concerns about the frequency and cleanliness of the High Street and surrounding streets. Councillor Penneck responded that the High Street and busy shopping areas were regularly cleaned as it is a busy commercial area.

An update from the Northern Gateway Market Place Sutton Project

Minutes:

George McCollough, Sutton Town Centre Regeneration Manager, delivered a presentation on the ‘Market Place Sutton’ project.

 

A local resident asked a question pertaining to the implementation of the access audit and how accessibility within this project has improved for disabled and older people. The Chair highlighted that the Council consulted with a dementia group on supporting the project to be dementia friendly and improvements were made to improve suitability for people with with impaired vision. The Chair added that more details will be provided on the access audit.

 

A local resident raised concerns about the perceived lack of regeneration in this particular locality and aspects of “dead frontage” on the north end of the high street. The Regeneration Manager conveyed that where premises were derelict they were actively engaging with owners to bring back into active use. The local resident asked a supplemental on whether the Council were actively engaging with the retailers to bring their services into the Borough. The Regeneration Manager added that they were actively engaging with retailers that they would like to see in the area and that they see the H&M letting as being a catalyst for future improvements.

 

An enquiry was put forward by a local resident on whether more leisure activities could be provided in the town centre. The Regeneration Manager acknowledged that the area had to be more unique than delivering bland retail and notified that the Council is conferring with new developers to create a leisure and retail  offer to revitalise the High Street.

 

On the diversity of Sutton High Street, Councillor Bartolucci questioned with future developments if conditions could be placed on prospective planning applications to facilitate this endeavour.  The Regeneration Manager noted that more engagement was needed and he could look into guidelines proffered to developers.

 

A local resident raised concerns about the amount of ‘A Boards’ and their general unattractiveness to the town centre. The Regeneration Manager advised that they have Officers working on a public realm design guide and decluttering is a key aim. He will enquire with licensing as to the licences granted to the owners of A boards.

 

Pertaining to the trees on Sutton Green, a local resident raised concerns that they were overhanging and if this could be addressed. The Lead Locality Officer responded that Tree Officers’ were responsible for maintenance and this would be reported to a Tree Officer for inspection.

A presentation on the new proposed Tramlink within The London Borough of Sutton

Minutes:

Daniel Doris, Major Schemes Programme Manager, delivered a presentation on the Sutton Link (formally known as Tramlink extension).

 

A local resident asked a question on the Mayor of London and Transport for London (TfL) prioritising the proposed Tramlink. The Programmes Manager noted that the London Boroughs of Sutton and Merton were working very closing with TfL and were confident of the Mayor’s commitment to the Tram as evidenced in the Mayor’s Draft Transport Strategy. Chris Lovewell, Principal City Planner for TfL added that they were being creative with the boroughs to identify potential sources of funding, particularly with the recorded loss of income at TfL.

 

A local resident enquired on the quantity, frequency and depot of the trams, if buses would be disrupted and if cars were being replaced with the proposed introduction trams. The Programme Manager replied that they were modelling on 7 to 15 trams, equating to approximately a tram every 4 to 8 minutes and the purpose of the Sutton Link was to enhance the public transport offer in the area and complement other modes of transport. He acknowledged that TfL would need to look at bus routes in such a way that they did not compete with trams. The Principal Planner Officer advised on a separate selection process for the depot's starting with the existing depot network and to discern extension of depot facilities.

 

Councillor Penneck noted that he was pleased that option one - which connects to Wimbledon - was still being considered and seemed to be a more viable route. He raised concerns about the significant high project costs and was afraid if the Council is asked to meet the costs it could only be delivered with an increase in the council tax base, and more housing developments in the town centre, which would make supporting the project difficult.

 

The Programme Manager commented that this was the purpose of the consultation so that everyone could provide representations and accepted the challenges of constructing the Sutton Link on the existing road network. He acknowledged the housing demands in London and expressed that the Sutton Link project is a way of increasing housing in Sutton and a mode shift was required to deliver this.

 

Councillor Mirhashem enquired whether they were any joint Council-TfL initiatives to extend the overground from West Croydon to Sutton, in which the costs would be profoundly cheaper and would facilitate better connectivity for residents to access South East and East London.

 

The Principal City Planner acknowledged that this was part of the option selection process with TfL in dialogue with the Department for Transport (DfT) and, although, this was not currently supported by the DfT, this option will be kept under review. The Programme Manager added that they were reviewing these proposals as complementary to the Sutton Link, as the Sutton Link will serve different areas of the existing rail network, such as Rosehill.

Minutes:

The Lead Locality Officer introduced a local engagement session to obtain suggestions on enhancing and improving the local committee format in direct consultation with local residents.

 

The feedback was collected for Officers to review.

Locality Lead Officer, Paul Brockwell, to deliver a report on the Public Realm budget, introduce new schemes for consideration by the Committee and remind committee members of new Neighbourhood Grant Schemes agreed through delegated decision.

Paul Brockwell, Lead Locality Officer, introduced a report and presentation highlighting some of the schemes which were completed with the support of Public Realm and Neighbourhood Grant funding, respectively.

 

Referring to Appendix A of the item agenda, the Lead Locality Officer advised that the following should correctly read as:

 

  • Project ID SL/1819.10 to be considered in the Sutton North Ward
  • Project ID SL/1819.12 to be considered in the Sutton Central Ward

 

RESOLVED: that

 

  1. £780 be approved for an additional public bench in Quarry Park from Public Realm Capital.
  2. £275 be approved for a replacement street tree in Lymescote Avenue from Public Realm Revenue.
  3. £910 be approved for two additional street litter bins located outside the parade of shops at the northern end of the High Street from Public Realm Capital.
  4. £14,505 be approved to introduce traffic calming measure in Western Road from the Local Transport Fund.
  5. £1,000 be approved to introduce keep clear marking in Dibdin Road/Stayton Road from the Local Transport Fund.
  6. £1,000 be approved for Loading bay improvement on The High Street outside The Dolphin from the Local Transport Fund.
  7. £7,227 be approved for seventeen additional festive lights on Sutton High Street from Public Realm Capital converted to Revenue.
