Welcome and introductions

Minutes:

The Chair, Councillor Amy Haldane, welcomed members, community representatives, and the viewing public to the meeting, noting that the meeting would be less formal than previous meetings to allow for an open discussion of climate change.

Councillor Jill Whitehead declared non-pecuniary interests as a member of the Environment and Sustainable Transport Committee and had been involved in the working groups which developed the Environment Strategy, and Parks and Open Spaces Strategy, as Chair of the Public Transport Liaison Group which had been involved in development of the Sustainable Transport Strategy, and as Chair of the Pension Committee which developed the Sustainable Investment Strategy.

Councillor Jake Short declared a non-pecuniary interest as he had been a member of the Climate Emergency Task and Finish Group.

Progress Report – Area Improvements and Public Realm Programme pdf icon PDF 145 KB

The Locality Lead Officer to deliver a report on the public realm budget, introduce new schemes for consideration by the committee and remind committee members of new neighbourhood grant schemes agreed through delegated decision.

RESOLVED:

Be approved £13,750 from Public Realm Capital for additional play equipment to be added to Corrigan Rec Playground.

1.    Be approved £884 from Public Realm Revenue for an additional name to be added to the WWI memorial in Carshalton.

2.    Be approved £7,500 from Public Realm Capital for tree replacement in Carshalton Fields Residents' Area.

3.    Be approved £239 from Public Realm Capital for an additional dog waste bin at the entrance to the small holdings, junction of Oaks Track and Woodmansterne Lane.

4.    Be approved £814 from Public Realm Capital for an additional bench in Grove Park.

5.    Be approved £2,002 from Public Realm Capital for the installation of a heritage style notice board in Grove.

6.    Be approved £1,000 from Public Realm Capital for the installation of an information notice board in Oaks Park Carshalton.

7.    Be approved £2,140 from Public Realm Capital for benches and signs to be installed in Oaks Park.

8.    Be approved £1,800 from Public Realm Capital for a bench to be installed at 149 Stanley Park Road.

9.    Be approved £4,840 from Public Realm capital for replacement trees in Watercress Walk.

10. Be earmarked £3,000 from 2021/22 Public Realm Revenue funding for the annual hanging baskets scheme across all ward areas (Subject to funding being available from Public Realm following approval of budgets at full Council in March 2021).

Appointment of community representatives

An application for the appointment of a community representative has been received. It is recommended that the Carshalton and Clockhouse Local Committee appoint Anthony Currie-Webb to represent Friends of Warren Park on the Local Committee, with Amy Currie-Webb as Deputy.

Engagement Event - The Climate Emergency and You pdf icon PDF 2 MB

The Climate Emergency and You - A chance for residents to hear about the action the council has been taking and help to shape how we speak about climate change in Sutton. We’d also like your feedback on our idea for Community Environment Champions.

 

Hear about the great work we are doing in Parks and Open spaces and how to help climate change in parks, along with volunteering opportunities and information and how to care for nature in the local area and do your part.

 

Find out about Local Committees and how you can get involved in decisions affecting your local area and the changes coming to Local Committees.  Find out about Neighbourhood Grants and Public Realm Projects and how you can get involved to help shape your local area.

 

Councillors will be available at this exciting new online event to hear from and chat to people and organisations who help to improve your local area.

At the discretion of the Chair, Item 8 - The Climate Emergency and You - was taken earlier on the agenda.

The Chair invited participants to discuss the topic of climate change. Participants discussed how individuals and groups could respond to the effects of climate change.

The Chair invited Jennifer Sibley, Head of Climate Action and Sustainability, to discuss the council’s Environment Strategy and seek feedback on how best the strategy could be communicated.

The Chair invited Mark Dalzell, Head of Parks and Open Spaces, and David Warburton, Senior Biodiversity Officer, to introduce the council’s approach to improving the ecology of parks and open spaces across the borough. To conclude the item, the Chair invited Dean James, Strategic Planning Manager, to introduce the consultation on the council’s draft Sustainable Transport Strategy, which had recently opened.

The next meeting of the local committee will take place on 30 March 2021.
