RESOLVED: that the minutes from the meeting held on the 11 July 2017 be agreed and signed as an accurate record.

Any urgent items brought forward at the discretion of the Chair

The Chair must approve the reason for the urgency.

Minutes:

The Chair brought forward an urgent item relating to the selling of Christmas trees in Beddington Park.

 

The Chair invited Mark Dalzell, Head of Neighbourhood Services to provide details to the committee regarding the issue. It was explained that:

  • The parks contractor Idverde have proposed leasing part of Beddington Park to Pines & Needles to sell Christmas trees to generate income for the park.
  • Lead officers have with consulted senior officers and ward councillors on their views on this proposal
  • Several locations have been considered and it is likely that Pines & Needles will reject to use Beddington Park.
  • Any final decision is unlikely to take place in 2017, but the proposal could be looked at again in the future
  • Officers have considered the impact on local businesses and environmental considerations of selling Christmas trees.

 

The Chair informed the committee that the Head of Neighbourhood Services and Councillor James will be available for any questions outside the meeting during item 9 on the agenda.

Tackling Anti Social Behaviour in Beddington Park pdf icon PDF 177 KB

Andrew Chandler, Neighbourhood Manager, to present a report and undertake an engagement session on options to tackle antisocial behaviour in Beddington Park.

Andrew Chandler, Neighbourhood Services Manager, presented the report.

 

The committee then entered into a breakout session to engage in discussion regarding the recommendations detailed at 5.17 to 5.23 of the report.

 

The Chair confirmed that the notes of the breakout session will be looked at by officers, and a further report will be brought back to the local committee

 

Members raised concerns about the level of fines and a potential for overzealous use of the fines. Andrew Chandler, confirmed that officers will be engaging with the police to decide what any enforcement will look like.

 

Members also raised concerns regarding the health and safety of gas cylinders being brought onto the park.

 

RESOLVED that:

  1. It be agreed to delegate the decision regarding the options and implement the recommended options in 5.17 to 5.23 to the Strategic Director of Environment, Housing and Regeneration in consultation with the Beddington and Wallington Local Committee and the relevant Ward Councillors.
  2. An update on this work is provided to the next Beddington and Wallington Local Committee meeting.

The Senior Highways Engineer to give an update on Highways projects in the ward areas.

Ian Price, Team Leader for Strategy & Commissioning, presented the report.

 

Members and Community Representatives asked when progress would be made on the Clyde Road and Tharp Road scheme. The Team Leader for Strategy & Commissioning said the team was currently struggling with resource and are looking to recruit more officers to work on these projects. It is hoped progress will be made within the next two months.

 

Members requested that a new scheme for double yellow lines on Cranley/Stanley Gardens be added to the list. The Team Leader for Strategy & Commissioning explained that double line lines are only being considered under the Parking Strategy, and confirmed he would check whether funding this scheme had already been approved.

 

Jim Simms, of Woodcote Green Residents’ Association, said the scheme for modifications around Woodcote Green/Sandy Road South appears to be missing from the list and it has been ongoing for 4 years. The Team Leader for Strategy & Commissioning confirmed he would chase for an update on this.

 

Members asked for updates on Coomber Way and the parade on Stafford Road. The Team Leader for Strategy & Commissioning said the key issue for Coomber Way was to ensure that there was access for large vehicles. In terms of Stafford Road it was advised that the Parking Manager, Matt Donaldson had met with Mr Coughlan regarding Stafford Road and he would be happy to share the feedback with Councillors.

 

Councillor Pathumal Ali declared a non-pecuniary interest in Highview School, as her children attend the school.


RESOLVED: that the progress made towards implementing the 2016/17 and 2017/18 LIP traffic schemes and local highways issues as set out in the report be noted.

27.

Update on new Waste & Recycling Collection Service pdf icon PDF 370 KB

Matt Clubb, Assistant Director, EHR Directorate (Environmental Commissioning) and a representative from Veolia to present a verbal update on the new waste & recycling collection service.

Minutes:

Mark Dalzell and Andrew Chandler, gave a wider update on the neighbourhood service team and service areas including parks , street cleansing, and the waste and recycling collection service.

 

Members asked who maintained the Wallington Library and Jubilee Memorial Gardens, and how leaves are being cleared in flood risk areas. The Neighbourhood Service Manager explained the gardens are maintained by Idverde and the Council. Veolia are targeting flooding areas that are known to have issues with leaves and specific areas or concern can be reported to Veolia via their website.

 

Members sought clarification on whether there was a rota for street sweeping. Scott Edgell of Veolia explained that all sweeping is scheduled, but if standards fall in area, crews will cover the area again.

 

Local residents said that following missed collections on Forest Drive, they were told that bins left on the highway can be liable to legal action and they were surprised by this response. The Head of neighbourhood Services explained legal action is only pursued in specific circumstances, such as holding parking spaces with bins, and the Neighbourhood Serviced Team would be happy to meet with residents to discuss the issues they are having.

 

Members asked where the 350 tonnes of Sutton food waste collected in June, was disposed. Scott Edgell of Veolia said all food waste is taken to the Beddington Lane Facility and Veolia have no responsibility for disposal.

The Locality lead officer will present a report to the Committee, which outlines new public realm schemes for approval and gives an update on the progress of current schemes. A presentation will be given on grant applications approved under delegated authority since the last meeting of this Committee.

Members gave further details regarding the specifications of the ‘Silent Soldiers’ recommended for installation in the report.

 

The chair motioned for the recommendation at 2.2 of the report to be amended to approve 1,840 of revenue funding for the installation and removal of two ‘Silent Soldiers’ for armistice day

 

The motion was seconded by Councillor Cook.

 

Members suggested that the Council could save costs by removing the silent soldiers themselves. Locality lead officer, explained this was not possible due to health and safety.

 

RESOLVED that:

  1. £9,675 of revenue funding be agreed for additional festive lights in Manor Road, Woodcote Road and Stafford Road
  2. £1,840 of revenue funding be agreed for the installation and removal of ‘Silent Soldiers’ for Armistice Day
  3. £8,018 of Local Transport funding be agreed to convert the informal crossing at ‘The Chase’ into a zebra crossing

29.

Appointment of Community Representatives

An application for the appointment of a Community Representative has been received.

 

It is recommended that the Beddington and Wallington Local Committee appoint Rita Mullins to represent the Friends of Beddington Park on the Local Committee, with Janet Emberson appointed as a substitute.

RESOLVED: that Rita Mullins be appointed to represent the Friends of Beddington Park on the Beddington & Wallington Local Committee with Janet Emberson appointed as her substitute.

Neighbourhood Grants

Minutes:

The Locality Lead Officer reminded the committee of the remaining funds of £3156 of funding available for neighbourhood grants. The funding needs to be spent by the end of the financial year.

Minutes:

Sandy Goodwin, of Beddington Community Forum and Beddington North Neighbourhood Forum, reported that following the introduction of a 20mph limit in Beddington Lane the police have said they are unable to enforce limits under 30mph. She questioned what the council will do to rectify this. Ian Price, Team Leader for Strategy & Commissioning, explained that 20mph limits and traffic calming can be enforced by the police, if the appropriate traffic signs and road markings are in place. This would be followed up outside of the meeting.

 

Members reminded the committee that the Wallington Christmas lights will be switched on, on the 24 November 2017.
