Election of Chair 2015/16

By convention the Chair alternates between Croydon and Sutton.  On that basis in 2015/16 the Chair should be elected from amongst the Sutton councillors.


It was moved by Councillor Nick Mattey, seconded by Councillor Pathumal Ali and


RESOLVED:  That Councillor Ed Joyce be Chair of the Committee for the municipal year 2015/16.



Election of Vice-Chair 2015/16

By convention the Vice-Chair alternates between Croydon and Sutton and is a member of whichever authority does not take the Chair.  On that basis in 2015/16  the Vice-Chair should be elected from amongst the Croydon councillors.


It was moved by Councillor Timothy Godfrey, seconded by Councillor Nick Mattey and


RESOLVED:  That Councillor Stuart Collins be Vice-Chair of the Committee for the municipal year 2015/16.

Cemetery Statistics 2014/15 pdf icon PDF 42 KB

Report of the Cemetery Superintendent.


The Cemetery Superintendent, Bill Buckley, introduced this report.  He highlighted that burial numbers have dropped over the last few years, but was not able to offer an explanation for this, although speculated that it could be due to the economic downturn, even though the cemetery fees are very competitive. 


Councillors expressed some concern around the drop in numbers, particularly given the scarcity of grave space in neighbouring Croydon.  Councillor Ed Joyce suggested that officers contact funeral directors for feedback, but Bill Buckley advised that no negative feedback has come from funeral directors.

The Interim Head of Financial Strategy & Planning, Sue Hogg, introduced the report and highlighted the recommendations in paragraph 2. 


RESOLVED:  That the Bandon Hill Cemetery Joint Committee


1.         Approves the Comprehensive Income and Expenditure Account, the Balance Sheet and Movement in Reserves.

2.         Approves the 2014/15 Annual Return, including the Statement of Accounts and the Annual Governance Statement for submission to the external auditors.

3.         Approves the transfer of the surplus generated during the 2014/15 financial year of £11,977 to Reserves.



Proposals for changes to the staffing structure and locking arrangements at Bandon Hill Cemetery pdf icon PDF 112 KB

The Assistant Parks Manager, Dominic Aslangul, introduced this report and outlined the proposed changes to the staffing structure following the retirement of the current Cemetery Superintendent. 


With regard to the proposal to cease the open vehicular access for the last 1.5 hours of the day before the cemetery is due to close (on weekends and Bank Holidays), the Committee requested that this arrangement remain in place for Mothers’ Day, Fathers’ Day and Christmas Day.


Councillor Nick Mattey suggested that if the Lodge is disposed of and removed, a Garden of Remembrance could be opened in the grounds to allow for a plaque for those unable to afford a headstone. 


Councillor Timothy Godfrey advised that LB Croydon did not support the recommendations contained with the report at this stage, due to concerns around the magnitude of the changes to be imposed.  He suggested that there should be conversations between officers at LB Croydon and Sutton to discuss the restructure in further depth and to ascertain how knowledge and expertise can be shared across both boroughs. 


The Committee supported the suggestion made by Councillor Timothy Godfrey and agreed that further information should be supplied before making a final decision on the restructure.  They noted the need for officers to commence consultation on any change to staffing, so agreed to meet on 22 July 2015 at 6.30 pm in order to receive information on the outcome of any discussions between Croydon and Sutton, and make a decision on the recommendations contained within the report.
