Minutes:

The Chair, Councillor Jayne McCoy, welcomed those present to the meeting.

Apologies for Absence

Minutes:

Apologies for absence were received from Councillors Joyce Melican and Nick Mattey, with Councillors Jean Crossby and  Tim Foster attending as substitute members.

26.

Declarations of Interest

Minutes:

Councillor Allen made comments relating to the order of business suggesting that the estate rehousing and compensation scheme be discussed before the Review of Beech Tree Place. Councillor Hicks supported this suggestion.Tthe Chair explained the reasons for the order of business and that they would be taken as set out in the agenda.

 

There were no declarations of interest.

To approve as a correct record the Minutes of the meeting held on 25 September 2018.

Minutes:

Councillor Allen suggested that the minutes should be amended to include the discussion on the tram and estate regeneration. The Chair advised that a response had been provided to Cllr Allen advising that discussion which was not relevant to the recommendations was not usually included in the minutes given that a full audio recording was made of committee meetings. The clerk confirmed this and that it was for members of the committee to decide whether to approve or amend the draft minutes.

 

The chair put the approval of the minutes to the vote which was duly carried.

 

 

RESOLVED: that the minutes of the meeting held on 25 September 2018 be agreed as an accurate record.

Review of Beech Tree Place older persons housing scheme pdf icon PDF 127 KB

This report seeks authority to consult tenants formally on the proposed closure of Beech Tree Place, which was built in 1958 and consists of 20 flats, (4 x two bedroom, 16 x one bedroom /studio flats, without a lift or on site communal facilities) and is not considered fit for purpose.

Members questioned whether there was a specific residents charter in place for Beech Tree Place and Officers advised that charters would be developed with residents as part of the process and therefore not something that would be presented to committee at this stage.

 

Members discussed modern accessibility standards and what would be required to upgrade the properties to meet those standards. Members raised concerns about the likelihood of residents being able to return to the site, following the redevelopment, considering that there is a good and sufficient supply of housing for older people in the borough. Members suggested a phased approach to the development to enable residents who wished to remain to only have to move once.

 

Members requested reassurance from officers that the consultation was managed with residents sensitively, highlighting that residents were elderly and a consultation on the proposed regeneration of the site could be unsettling. Officers explained that the resident charter was key to the consultation process and that ward councillors played an important role in communicating with residents affected. Officers committed to arranging a meeting with ward councillors to discuss specific plans for engagement with residents.

 

Before moving to the vote members discussed adding to recommendation 2.1 to make clear that residents who wish to remain on the estate after the redevelopment (if agreed) would be able to do so.

 

RESOLVED: that

 

1.    Officers be authorised to consult the Council tenants of 5-24 Beech Tree Place and the lessee (Crown Housing) of no.25, on the proposed closure of Beech Tree Place, on the basis that any residents who wish to remain, if the redevelopment takes place, will be guaranteed suitable accommodation for older people in the redevelopment

 

2.    resident feedback be reported to a future meeting of the Housing, Economy and Business Committee.

 

3.    in the event of the scheme closing, flats becoming empty be made available on an interim basis as temporary accommodation for compatible homeless households to whom the council owes a duty, subject to a property by property business case and risk assessment.

 

4.    in the event of the scheme closing, officers commission a report on the range of potential redevelopment options for Beech Tree Place and the wider allocated site for a future HEB Committee.

 

5.    in the event of proceeding with a decision to close the scheme, existing secure tenants be awarded priority rehousing status, including eligibility for statutory Home Loss and disturbance allowance payments, with the right to return where feasible.

Estate Regeneration rehousing and compensation scheme pdf icon PDF 149 KB

This report sets out the proposed range of commitments and offers to residents on estates where regeneration may be considered by the Council, to ensure residents (tenants and homeowners) are protected and treated fairly if regeneration were to take place.

Members asked how the information was going to be presented in a readable format to residents. Officers outlined some of the options for presenting information to residents on estates which would include engagement sessions as well as disseminating written information. Members discussed timescales for finalising the scheme and requested report backs at regular intervals.

 

Before moving to the vote the Chair suggested that the recommendation to delegated authority to make changes to the scheme be removed and replaced with a report back to the committee in June 2019.

 

 

RESOLVED: that

 

1.    Approve the proposed commitments and offers (principles at this stage) set out in this report (at Appendix A) as a basis for preliminary discussion with residents on estates where regeneration may be considered by the Council.

 

2.    That a final version of the Regeneration Rehousing and Compensation scheme be reported back to the committee in June 2019.
