Shared Service Business Case Update: Customer Services pdf icon PDF 168 KB

This report follows the Business Case that was presented to Members on 16 January 2017 and provides final confirmation of staffing and financial implications in order to seek final authorisation for sharing this service with the Royal Borough of Kingston. It also confirms that the employing authority for this service is proposed to be Sutton.


The Executive Head of Customers, Commissioning & Governance, presented the report which set out the final recommendation for establishing a shared Customer Service with Kingston.




  1. That the creation of a shared Customer Service between Sutton and Kingston, based on the further financial and staffing information provided in this report, be agreed and that it be noted that officers have commenced all work necessary for its implementation, as set out in the January report.


  1. That it be agreed that employing authority for the new shared service will be London Borough of Sutton, and note that relevant Kingston staff will TUPE transfer to Sutton.


  1. Note it be noted that a similar proposal and recommendations was approved by the Resident Services Committee of the Royal Borough of Kingston on 23 March 2017.


  1. That it be agreed to review the operation of the new service, 12 months from implementation, ie in December 2018.



Review of Trade Union Facilities Time pdf icon PDF 101 KB

Sutton has not reviewed its trade union facilities time for a number of years, mainly because of the large volume of change taking place within the Council during that time and the value it placed on the engagement with the unions over this period. However, within the current financial climate and with a reducing workforce the Council has decided it is the right time to review the allocation of facilities time.


Cllr Marlene Heron left the meeting.


Gerald Almeroth, Strategic Director of Resources, presented the report which proposed a review of trade union facility time along the following lines: to reduce the funded facility time to 1 Full Time Employee (FTE) from the current 2 FTE and to combine the roles of Unison Branch Secretary and Employee Side Secretary into one role with effect from 1 May 2017.  




That the review of trade union facilities time undertaken and the reduction proposed be endorsed.
