Update on Sheen Way Playing Fields - Application DM2019/00959 pdf icon PDF 132 KB

Following a decision by the Planning Committee on 28 May 2020, the council has prepared and submitted its statement of case to the Planning Inspectorate, explaining that application DM2019/00959, for a school building to be constructed in Sheen Way (Beddington North Ward) was not acceptable in its current form.

 

This report presents an update on the next steps which will be taken by the council and Planning Inspectorate, and provides further information relating to the statement of case.

The Chair clarified that the recommendations in the report asked the committee to confirm the reasons which had been given as a collective on an item at the meeting of 28 May 2020.

 

A poll vote on the recommendations was held in accordance with Standing Order 31.4, when there voted:

 

RESOLVED:

1.    That the next steps which will be taken by the council and Planning Inspectorate be noted.

2.    That the grounds for refusal agreed by the Planning Committee meeting of 9 June 2020 do accurately reflect the reasons for refusal as discussed and agreed by this committee at the meeting on 28 May 2020 be agreed.

    The Committee considered a report on the above application for the erection of a single storey front extension to the existing school building.

     

    The Council has an interest in the land and more than one objection has been received.

     

    Ben Rochford, Planning Officer presented the report.

     

    Members had no further questions but reported that they had taken the opportunity to consider the report in detail prior to the meeting.

    Application to vary condition 4 (Floodlighting) of planning permission Ref: B2013/68101/FUL "Erection of eleven 6.7 metre high floodlight columns to courts 1 - 3," to extend the permitted time of use until 21:30.

    The Committee considered a report on the above application to vary condition 4 (Floodlighting) of planning permission Ref:  B2013/68101/FUL "Erection of eleven 6.7 metre high floodlight columns to courts 1 - 3," to extend the permitted time of use until 21:30.

     

    The application has received more than 10 letters of representations contrary to the officer’s recommendation.

     

    Polly Davidson, Planning Officer presented the report.

     

    Members clarified that the application did not request any amendment to the current lumiance level, style of the lighting or bulbs.

    The current hardcourts, which are further from the residential areas, had planning permission which allowed use until 10pm, the application under consideration related to the clay courts.

    The original planning application had not requested  the use of lights for the clay courts until 9.30pm, the current 9pm condition had not been approved as a result of additional conditions imposed by a Planning Committee.

     

    In debate members suggested the use of the lights for an additional half hour period would not create a significant additional impact on residential properties in the area. Attention was drawn to the original application which had included that the use of lights until 9pm safeguarded residents, mentioned in condition 4. Members drew attention that the additional time of use of the courts would cause increased noise, at a time when children and shift workers would be sleeping. It was noted that application did not include changes or adjustments to the current lighting in place. Members suggested that the additional half hour for the use of the lights could be trialled for six months, following this time period impacts on residents could be reviewed.

     

    Andy Webber, Head of Planning and Development Control agreed that discussions could be held with the applicant in relation to the use of LED bulbs which may reduce power consumption and light pollution.

     

    Councillor Drew Heffernan proposed the recommendation that Planning permission be granted to vary condition 4 (floodlighting) to extend the permitted time of use until 9.30pm for a trial period of six months, this was seconded by Councillor Eric Allen.
