Election of Chair

Minutes:

            Councillor Jillian Green proposed that Councillor Jake Short be elected as Chair for the duration of the meeting. This was seconded by Councillor Richard Clifton.

           

Resolved: That Councillor Jake Short be elected Chair of the Sub-Committee for the duration of the meeting.

Application for a new premises licence held in respect of the premises known as Sammies Studio Star Barbers, 40 Central Road, Worcester Park, KT4 8HY

The Hearing

 

The Licensing Officer introduced the matter for determination and informed the Licensing Sub-Committee that Mr Salar Abdullah Rassuli had applied for a new Premises Licence for the premises known as “Sammies Studio Star Barbers” at 40 Central Road, Worcester Park, KT4 8HY. The application sought the grant of the following Licensable Activities and opening hours:

 

Supply of alcohol (on the premises only):

Monday - Friday 10:00am – 18:30pm

Saturday 10:00am – 17:30pm

Sunday 10:00am – 15:30pm

 

Opening Hours:

Monday - Friday 10:00am – 18:30pm

Saturday 10:00am – 17:30pm

Sunday 10:00am – 15:30pm

 

 

The Licensing Officer informed the Licensing Sub-Committee that the proposed hours for Licensable Activities and the hours of operation were laid out in Appendix 3.

 

The Licensing Officer explained that the applicant has advertised the application, as required, by way of a poster at the premises and by advertisement in a local newspaper and that the application had also been advertised on the Council’s website.

 

It was confirmed that all Responsible Authorities received a copy of the application. No representations were received from Responsible Authorities. One valid representation was received from Other Persons. The representations made references to matters that related to the prevention of Public Nuisance, Public Safety, and Protection of Children from Harm Licensing Objectives.The Licensing Officer confirmed that copies of all representations have been forwarded to the applicant and have been made available to the Licensing Sub-Committee.

 

The Licensing Sub-Committee then heard a submission from the applicant’s agent Mr James Knight. The main points raised were:

 

·         The applicant will ensure that waste and litter in the premises and at the front of the premises are dealt with responsibly.

·         There will be no evening entertainment provided.

·         All staff will be trained in challenge 25, proof of ID, and safeguarding children (including under age sales) with updates every six months. Staff will be trained to serve alcohol responsibly.

·         The purpose of the application is to provide an improved level of service and hospitality at the premises.

·         The applicant is aware of the restrictions in place in barber shops at present due to current coronavirus regulations.

 

The Licensing Sub-Committee clarified:

 

·         Staff training will be career path development (CPD) accredited training, which will be attended by all staff.
