Election of Chair

Minutes:

Councillor Steve Cook proposed that Councillor Richard Clifton be elected as Chair for the duration of the meeting, this was seconded by Councillor Tom Drummond.

 

 

RESOLVED:

 

1)    That Councillor Richard Clifton be elected Chair of the Sub-Committee for the duration of the meeting.

·         Regulated Entertainment (recorded music and live music) every day from 10:00 until Midnight;

·         The provision of late night refreshment every day from 23:00 until Midnight; and

·         New Years Eve to 01.00am the following morning (all licensable activities)

Application by: Carshalton Athletic FC Limited

 

Application for a new premises licence held in respect of the premises known as Carshalton FC, War Memorial Sports Ground, Colston Avenue, Carshalton, SM5 2PW.

The Hearing

 

The Licensing Officer, introduced the matter for determination and informed the Sub-Committee that Carshalton Athletic FC Limited has applied for a new premises licence held in respect of the premises known as Carshalton FC, War Memorial Sports Ground, Colston Avenue, Carshalton, SM5 2PW.

 

The application sought the grant of the following:

 

·         The sale by retail of alcohol on and off the premises every day from 10:00am until Midnight;

·         Regulated Entertainment (recorded music and live music) every day from 10:00am until Midnight;

·         The provision of late night refreshment every day from 23:00 until Midnight; and

·         New Years Eve to 01.00am the following morning (all licensable activities)

 

with opening hours of 08:00 hours until 00:30 hours every day.

 

The Licensing Officer confirmed to the Sub-Committee that the application form was laid out in Appendix 1 and the proposed hours of licensable activities and the hours of operation were laid out in Appendix 2.

 

It was explained that the applicant had advertised the application, as required, by way of a poster at the premises and by advertisement in a local newspaper and that the application had also been advertised on the Council’s website.

It was confirmed that all Responsible Authorities received a copy of the application. Trading Standards, a responsible authority, had initially raised concerns regarding the application. However, following further consultation, the applicant had addressed the concerns by making amendments to their operating schedule, as reflected in the conditions laid out in Appendix 3. The representation made by Trading Standards had therefore been satisfied.

 

It was confirmed that sixty five valid representations were received from other parties, of which sixty two were supporting the application and three were raising concerns. The representations referred to matters that related to: the prevention of crime and disorder, the prevention of public nuisance and the protection of children from harm. Copies of all the representations were laid out in appendix 4.

 

It was confirmed that photographs of the premises and a map showing the location of the premises were shown in appendix 5 and 6.

 

Finally, it was confirmed that, in considering this application, the Sub-Committee was required to take into account the Secretary of State's guidance issued under Section 182 of Licensing Act 2003 and its own Statement of Licensing Policy. Relevant paragraphs were laid out in Appendix 7.
