Reasons for petition are:
There was no equalities impact assessment (EQIA) carried out prior to installation of Busgate, as is legislatively required under the Equalities Act 2010.
The recent High Court ruling found that the schemes installed under the guise of COVID, were not a rational response to the issues that arose as a result of the Pandemic. Guidance under which they were set up, was ruled unlawful.
These schemes that were set up under the guise of COVID, were never intended to be money making schemes for Councils. These schemes were optional.
Busgate being one of these schemes, was therefore an irrational and unrelated response to any issues that arose as a result of the Pandemic.
This Pandemic has created difficult and stressful times for everyone. Many are struggling financially for a variety of reasons. It is particularly stressful for those that have had to continue to travel to work or care for vulnerable family members, as well as others for whom safe travel has been essential. The thousands of vehicles that have been issued fixed penalty notices will be those very same people.
The added financial burden of a fixed penalty notice is unjust for all of the reasons stated above. Retrospective reparation, either financial or cancellation, should therefore be issued to all affected, with immediate effect.
